Fold in my gums after orthodontic work?

I am currently using an active retainer--one with 4 wires to push my teeth together--to correct spacing in my upper jaw. I have noticed a fold forming in my gums next to one of the front teeth as it moves. I was by another Ortho in the past that i would need to have my gums cut to really get good results, but this one doesn't want me to see a periodontist until my teeth are done moving. He says the scar tissue can interfere.

It seems to me that the gums are getting in the way and I should at least look into having them cut. I don't think there has been much progress past a certain point since the fold started getting more pronounced.

I have had my gum surgery. It was painful and unpleasant. If your dentist says to wait, I would wait and push it off as long as possible.
